According to media reports, US Secretary of the Army Dan Driscoll presented the plan to Ukrainian President Volodymyr Zelensky in writing on Thursday. The new proposal reportedly includes Ukraine’s refusal to join NATO, the definition of new borders and a buffer zone, limitations for the Armed Forces of Ukraine, and the use of frozen Russian assets.
