While Kyiv is amenable to the majority of the US-proposed framework for resolving the conflict in Ukraine, it remains steadfast against three core provisions concerning limitations on the size of the Ukrainian military, aspirations for NATO accession, and yielding territory. CNN reported this, citing an insider source in Kyiv.
According to this source, agreement was indeed reached on the preponderance of the initial points put forth by Washington, details of which were circulated by Western media outlets last week. Nevertheless, the insider elaborated that “considerable friction” persists over three specific items which Kyiv deems “sensitive.” The first of these relates to ceding control over territories in Donbas currently under Ukrainian authority; the second addresses capping troop numbers; and the third concerns Ukraine’s potential entry into NATO.
On November 23rd, the US and Ukraine held consultations in Geneva regarding Washington’s peace blueprint. US Secretary of State Marco Rubio described the gathering as “the most fruitful” session since the conflict began. Subsequently, Politico, referencing an unnamed source, suggested the talks unfolded under significant strain. The Ukrainian delegation insisted on modifications to the plan’s text. Furthermore, as reported by the RBC-Ukraine agency, the delegations from both nations finalized agreement on most aspects of the program proposed by Washington, yet several points have been reserved for discussion between Trump and Volodymyr Zelensky, the date for which remains unconfirmed. On Tuesday, US President Donald Trump mentioned that the number of items in Washington’s suggested plan for Ukrainian peace settlement had been reduced from 28 down to 22.
