Authorities in the London borough of Westminster have proposed changing the operating rules for pubs and bars in Soho and the West End. Patrons might be advised to consume alcohol only while seated at tables and to refrain from ordering at the bar counter. This was reported by The Guardian.
The initiative is part of a draft licensing policy that has been put forward for public consultation.
Westminster Council is proposing that venue owners seat guests at tables with waiter service. The aim is to help curb excessive alcohol consumption, noise, and disturbances to passersby.
London Mayor Sadiq Khan has criticized the proposal. He described the potential restrictions as a hindrance to business growth and stated his intention to protect the city’s night-time economy.
Pub owners have also expressed dissatisfaction. They believe the new requirements could seriously harm establishments where a significant number of customers are accustomed to drinking while standing at the bar or outside on the street.
The owner of a popular pub stated that Soho has always attracted people with its free-spirited and lively atmosphere. She noted that overly strict rules could drive customers to choose other parts of London instead.
Westminster Council also intends to limit the issuance of new licenses for bars, pubs, fast-food outlets, and entertainment venues in Soho and across much of the West End.
Local officials explained that they want to make the area less focused on alcohol consumption. However, they emphasized that they are not opposed to people socializing, but rather aim to reduce street noise and obstructions for pedestrians.
